How to pass a vehicle inspection in a year. New rules for OSAGO and technical inspection

- I heard that serious changes are being prepared in passing the technical inspection, allegedly they want to significantly tighten both the procedure itself and the punishment for the lack of maintenance. What to expect?

Indeed, on behalf of Russian President Vladimir Putin, the Ministry of Economic Development has prepared a number of amendments to the current legislation. They involve amendments to the law on technical inspection, to the Code of Administrative Offenses, as well as to the Criminal and Criminal Procedure Codes. They are expected to come into force in 2018. However, neither the exact dates for their adoption, nor the documents containing the amendments themselves, we were able to find in the public domain. Therefore, we restored the essence of the innovations according to publications in the federal media (), which stated that they had the necessary documents.

Why did you decide to amend?

In 2012, the inspection of the technical condition of cars was entrusted to private operators (previously, the traffic police was responsible for this). Instead of a technical inspection coupon, they began to issue diagnostic cards, without which it was impossible to obtain an OSAGO policy. Their presence was not verified in any other way. Control over such cards was entrusted to insurers. However, private operators began to issue diagnostic cards not only without actually passing the technical inspection, but also without seeing the car “in person” at all.

The explanatory note cites traffic police data for 2017: in Russia, more than 5.8 thousand accidents occurred due to a technical malfunction of cars, which is 18.5% more than in the same period a year earlier.

What changes are planned to be introduced?

For example, it is proposed to supplement the Code of Administrative Offenses with a fine for driving a car that has not passed MOT, from 500 to 800 rubles, and in case of a repeated violation, a fine of 5,000 rubles or deprivation of rights for a period of 1 to 3 months.

At the same time, the traffic police will be able to check the fact of a violation without even stopping the car: for this, it is proposed to use traffic cameras, with the help of which the car will be checked according to the Unified Automated Information System for Technical Inspection (EAISTO).

If it is determined that the accident was due to a technical malfunction of the car that did not pass the inspection, the insurance company will be able to file a recourse claim. (that is, a reverse demand for the return of a sum of money - ed.) to the car owner. The Ministry of Economic Development believes that this will “increase the level of motivation” for passing technical inspection.

The new amendments also spell out the basic requirements for transport and the verification procedure. So, cars with headlights of which films are pasted or drawings of any size are applied will not be able to pass the inspection. This also includes a blackout film, and complete painting of the headlights with paint of any transparency. Any changes that are not provided by the manufacturer will become an obstacle in obtaining a positive opinion.

By the way, the changes have already affected the design of the diagnostic card. Previously, it contained a 21-character number, but from January 1, 2018, the number of characters decreased to 15. At the same time, previously issued cards will be valid until the expiration date.

In addition, two versions of the diagnostic card will now operate: paper and electronic.

What will change for operators conducting inspections?

For them, control will be greatly tightened. Thus, the Ministry of Economic Development plans to eliminate situations when a diagnostic card is issued for a car that did not come to the inspection point.

So, for example, issuing a diagnostic card without actually passing a technical inspection will threaten the employee who issued it with a fine in the amount of 10 to 30 thousand rubles. If it turns out that the data was "knowingly unreliable" and transferred to the database "intentionally", the employee will face a punishment in the form of forced labor for up to 4 years. And if the act is committed by a “group of persons by prior agreement”, then a prison term of up to two years can be imposed. They can also be imprisoned for 4 years if such actions of the inspection staff led to “serious consequences” (for example, an accident occurred involving a car that did not pass inspection).

At the same time, it is assumed that the inspection process will be recorded on a video or photo camera, and the data will be “immediately” uploaded to the EAISTO database. At the same time, the registration number of the car, the date, the point of inspection and the progress of the check must be recorded on the record.

However, experts and motorists are skeptical about this moment. In particular, the fact that this data will need to be stored somewhere, and this requires powerful servers, raises the most questions. This entails many organizational issues and financial costs, and the 186 million allocated from the budget will clearly not be enough for this. At the moment, this issue has not been fully resolved.

For owners of points that illegally issue diagnostic cards, punishment is also provided - a fine in the amount of 100 to 300 thousand rubles.

Previously, control over the activities of technical inspection operators was assigned to the Russian Union of Motor Insurers (RSA), but now these powers are transferred to Rostransnadzor. This means that inspection points will be periodically checked.

How often will an inspection be required?

The frequency of inspection will also be adjusted:

    for cars under three years old, the procedure is not required at all;

    cars aged 3 to 7 years must undergo an inspection every two years;

    for machines older than 7 years, the inspection must be carried out annually.

It will be possible to pass technical inspection not only at the place of registration of the car, but also in any other region of the country. For people who are often on long business trips or forced trips, this is good news.

How much will an inspection cost?

As of today, the cost of technical inspection will not depend on the year of manufacture of the car. Thus, the cost of a diagnostic card for a Class B passenger car in any region should not exceed 800 rubles; technical inspection of motor vehicles - up to 240 rubles; Maintenance of trailers, depending on the model - from 600 to 1050 rubles; maintenance of passenger transport - from 1290 to 1560 rubles; TO trucks - from 770 to 1630 rubles. At the same time, it is noted that the state duty is already included in this cost and you will not have to pay it separately.

Chairman of the Russian Motorists Movement Viktor Pokhmelkin, whom Kommersant believes that these measures will not help eradicate corruption in the field of maintenance:

- Technical inspection does not make sense, it does not give anything to anyone, except for those who make money on it. The driver is responsible for the condition of the car, this is stated in the traffic rules. It's easier to exclude maintenance altogether, leaving it mandatory only for buses and trucks.

The same opinion is shared by the head of the Federation of Russian Car Owners Sergey Kanaev, whose words are "Rossiyskaya Gazeta". He is convinced that the mandatory state regulation of technical inspection should be left only for cargo and passenger transportation, and for individuals this is not advisable. In 2017, traffic accidents due to technical malfunctions of cars accounted for only 0.36% of the total number of accidents. According to Sergei, this is comparable to a mathematical error.

Most likely, these amendments will be finalized. So, for example, the possibility of a recourse claim against the car owner is still being discussed, since it has not yet “found support” from all interested parties.

Regarding the diagnostic card, motorists are also expected to change here. Since 2019, the serial number of the card has been reduced to 15 characters. Owners of old cards should not rush to throw them away, because they will be valid until the end of the set period.

Another innovation will be that the diagnostic card will exist in two variations - in paper form (familiar to everyone) and in electronic form.

Tires with anti-skid studs, if used, must be fitted on all wheels.

The vehicle must be equipped with: first aid kit, fire extinguisher, warning triangle.

Inspection cost


Tariffs for a diagnostic card (technical inspection) do not depend on the brand or year of manufacture of the vehicle, but they are set by each region separately and the cost of technical inspection in 2019 increased immediately.

To date, the maximum cost of technical inspection of a car is 1099 rubles.

Not a single federal district of the Russian Federation has the right to raise tariffs above this amount established by the government.

In most regions, the maximum threshold is 720 rubles, and in some areas it is lower.

The average price of the service for motor vehicles is 240 rubles.

The cost of diagnostics of trailers depends on their weight, category:

  • Up to 0.75 t (O1) - 600 rubles;
  • Up to 3.5 tons (O2) - 600 rubles;
  • From 3.5 to 10 tons (O3) - 1050 rubles;
  • From 10 tons (O4) - 1050 rubles.

Inspection by a technical expert of vehicles used for passenger transportation costs:

  • 1290 r. for cars up to 5 tons;
  • 1560 r. for cars over 5 tons.

Diagnostics of category N trucks is priced at the following rates:

  • less than 3.5 tons - 770 rubles;
  • from 3.5 to 12 tons - 1510 rubles;
  • more than 12 tons - 1630 rubles.

Transfer of jurisdiction

In past years, the conduct and control of technical inspection was entrusted to the Russian Union of Motor Insurers (RSA). The check of the coupon during the operation of the vehicle was not carried out, but it was a necessary condition for issuing an OSAGO policy. The terms and frequency of maintenance are also adjusted:

  • for cars under 3 years old, the procedure is not necessary;
  • vehicles from 3 to 7 years old - MOT every 2 years;
  • cars older than 7 years - annual inspection.

That is, in 2018, cars manufactured from 2011 to 2014 will have to undergo mandatory maintenance. The next procedure for them will take place in 2020. For cars manufactured before 2011, the inspection will need to be carried out annually.

Actual confirmation of maintenance

In order to make sure that the procedure was carried out properly, the process of inspection and testing of the machines will be recorded by recording on digital media.

The following moments must be recorded on the video:

  • transport license plate;
  • date (day, month, year);
  • point of technical inspection (point address, certificate of accreditation);
  • check progress.

This requirement has caused a lot of controversy, but for both parties it has positive aspects, since in disputable situations, data can be provided to an arbitration disinterested party to determine the correctness.

Penalty for lack of maintenance of the car


An administrative penalty can only be imposed on drivers of those vehicles that are required to undergo maintenance by law (taxi, buses, vehicles carrying dangerous goods). The rest of the owners of the cars are not fined for not passing the technical inspection.

If you are a driver of a taxi, bus or truck carrying dangerous goods, then the administrative fine for lack of maintenance will be 500 rubles.

Traffic police officers do not have the right to demand your diagnostic card when checking your documents, otherwise the actions of the inspector are illegal.
