PJSC Transneft. Boris Korol, the former head of OJSC "Airline", which never became the management company of the collapsed aviation holding "Rostechnologies", was appointed vice-president of Transneft.

True, Boris Mikhailovich immediately asked not to ask about versions of the tragedy. The task of his commission, formed promptly in the Ministry of Transport, is to provide assistance to the victims and relatives of the victims. The cause of the crash is being determined by the technical commission of the Interstate Aviation Committee (IAC). What is she doing now? Let us remind you that after this, the IAC and Rostransnadzor, under the patronage of the Ministry of Transport, must develop recommendations for airlines in order to prevent similar accidents in the future.

Russian newspaper | Boris Mikhailovich, one of the passengers, stated in a television interview that firefighters arrived at the scene of the accident only after 20 minutes. Have you checked this fact?

Boris the King | If this had happened, there would have been significantly more casualties. Aviation fuel could catch fire. But the airport's emergency rescue service worked efficiently and quickly. Within three minutes, the first emergency crew arrived at the scene of the disaster and put out the emerging fire. And then rescue work began, including with the active participation of employees of the line department of internal affairs.

Representatives of local authorities arrived, and ambulance crews quickly arrived. The victims were immediately sent to hospitals. There are currently 27 people there. They are provided with everything necessary. Three operations were performed. 15 people are in moderate condition. As doctors say, no one’s life is in danger.

RG | How did the crew behave after the accident? Some passengers, again in television interviews, claim that they were forced to save themselves - open the door and so on.

King | On Sunday we discussed this issue at a commission meeting and at a meeting with the governor of the Samara region. And they came to the conclusion that the crew behaved with dignity after the accident. The young flight attendant Oleg Kosmachev, who actively assisted in the evacuation of the plane’s passengers, especially distinguished himself.

RG | Why this time, not a state commission was created, as usual after plane crashes, but a ministerial one?

King | First of all, this is due to the fact that for the first time the airline took full responsibility for damages. She is ready to pay 75 thousand dollars to the relatives of the victims, and also, depending on the injuries received, to pay money to the wounded.

RG | And the state won’t pay anything anymore?

King | This issue, I think, remains to be considered by the government. It’s difficult for me now to say what decision will be made.

RG | Currently, according to the law, compensation payments to the relatives of the victims amount to 100 thousand rubles. So the company also increased the amount. Without her goodwill, people would have received significantly less. As far as we know, the Ministry of Transport at one time wanted to increase compensation to 75 thousand dollars. Did not work out?

King | Now there is an order from the government, and the ministry has begun to work on this issue with other departments - the Ministry of Finance, the Ministry of Economic Development. And I think we will soon make a whole series of changes to several laws. They will also concern an increase in compensation payments.

RG | They say that business class passengers are the most likely to suffer in plane crashes. This is true?

King | It all depends not on the class of seats, but on the nature of the accident. In this case, people who were sitting in rows 11-12 were injured, where the fuselage was destroyed.

RG | Recently, Transport Minister Igor Levitin said that a program for the phased replacement of Tu-134 and Tu-154 has been developed. The first such aircraft appeared in 1967. And now there are about 270 aircraft. If the crashed car had been younger, would it have survived the hard landing? Or does it depend not on the aircraft, but on the situation?

King | Without the results of the examination, it is very difficult for me to answer this question. There were several hard touches to the ground. And it’s hard to say whether the new building would have withstood this load.

RG | On the day of the disaster, television showed a story about last year’s accident in Irkutsk. The remains of two girls were mixed up there, and the mother had to bury her daughter twice. Could this happen again in Samara?

King | There is a difference between these two disasters. In Irkutsk, we took samples from all the dead for genetic examination. A large number of corpses could not be identified at all. And now, according to doctors, all the dead are subject to normal identification.

RG | You have already met your relatives. What questions do they ask most often?

King | We immediately sent the relatives of the victims for identification - this worried them the most. When people arrived, everything was ready for this work. Relatives of the wounded were worried about the health of their loved ones. All of them are provided with access to hospital wards. Transport has been specially allocated for this purpose. A group of psychologists is working with relatives.

Transneft was strengthened by Boris Korol
// The ex-head of the Russian Technologies aviation holding found a new job

Boris Korol, the former head of OJSC Aviakompaniya, which never became the management company of the collapsed Russian Technologies aviation holding, has been appointed vice-president of Transneft. He replaced Igor Solyarsky, who left the state-owned company due to a transfer to another job. Mr. Korol’s responsibilities at Transneft are very close to his powers at the Ministry of Transport, where he oversaw transport security issues.

Yesterday, Transneft AK reported that, at the proposal of the company's president Nikolai Tokarev, Vice President Igor Solyarsky was excluded from the board due to a transfer to another job, and Boris Korol was elected instead. The press service of Transneft explained that Mr. Korol was appointed vice president of the company on August 9 and is in charge of security, personnel management, general business and protocol organizational services. Previously, these duties were performed by Igor Solyarsky, who yesterday did not want to discuss with Kommersant the place of his new job and the reasons for leaving Transneft. It was not possible to contact Boris Korol yesterday.

Boris Korol was born on August 11, 1955 in the village of Promov, Volyn region. In 1984 he graduated from the Military Institute of Foreign Languages with a degree in jurisprudence; from 1974 to 2001 he served in the armed forces of the USSR and the Russian Federation. From 2001 to 2004 he was Deputy Minister for Taxes and Duties, from 2004 to 2006 - Deputy Head of the federal service of the same name. In February 2006, he was appointed to the post of Deputy Minister of Transport of the Russian Federation, where he oversaw transport security issues until June 2009.

In June 2009, Boris Korol was appointed general director of OJSC Airlines, a legal entity designed to consolidate the aviation assets of the state corporation Russian Technologies and the Moscow government in order to create a large aviation holding company, Rosavia, capable of competing with Aeroflot. However, the shareholders of the Airline were unable to agree on a merger of assets, and at the end of 2009, Rostekhnologii, through the mediation of the government, decided to transfer state-owned stakes in six airlines to Aeroflot.

Immediately after this decision, a number of employees of the failed air carrier filed applications with the prosecutor's office, demanding payment of wages since June 2009, and Boris Korol, as the general director of the debtor, was forced to communicate with prosecutors. As Kommersant managed to find out, the Airline nevertheless paid the staff in June of this year. True, according to one of the company’s former employees, the money was paid not from the Russian Technologies budget, but under a specially prepared agreement with Orenburg Airlines.

“The creation of Rosavia from the very beginning looked like an almost impossible task, so it is not surprising that the management of the Airline was unable to cope with it,” notes Oleg Panteleev, head of the analytical service of the Aviaport agency. In his opinion, Mr. Korol is well familiar with the range of responsibilities in his new position at Transneft from his work in the Ministry of Transport, and “people with such extensive experience in administrative work are rarely left out of work.” Alexey Kokin from IFC Metropol also agrees with him, according to whom the new appointment will not have a significant impact on the work of Transneft, since it does not affect the main areas of the company’s activities.
