Appeal to the people!

In order to avoid tragedies associated with gas appliances and equipment, Main Directorate of the Ministry of Emergency Situations of Russia for St. Petersburg appeals to all residents and guests of the city to observe elementary safety rules during their operation:

Gas cylinders and gas equipment should be purchased only from specialized organizations that have certificates for the sale of these products. After all, their owners are responsible for the safe operation of working gas appliances and their maintenance in proper condition. Never buy gas appliances, including gas cylinders, from unauthorized persons.

An annual inspection of gas equipment by specialists is mandatory.

Before opening the gas valve on the stove, bring a lit match to the burner.

Remember that gas mixed with air is explosive and flammable!

Sources of ignition of the mixture can be: open fire (matches, cigarettes, etc.), an electric spark that occurs when turning on and off electrical appliances. In order to avoid poisoning, it is necessary to check the draft before ignition, immediately after switching on gas appliances and during their operation, monitor the condition of the ventilation ducts, constantly ventilate the room, especially before going to bed.

It is advisable to place gas cylinders (working and spare) for household gas appliances outside buildings (in annexes, basement and basement floors, cabinets or under casings covering the upper part of the cylinders or a gearbox) at a blank wall at a distance of no closer than 5 meters from the entrances to the building. Outbuildings must be made of non-combustible materials.

Outbuildings and cabinets for gas cylinders must be locked to prevent access to them by children and unauthorized persons and have blinds for ventilation.

When using gas at home, it is prohibited:

Tie ropes to gas pipelines (this violates the density of threaded connections, gas leakage may occur and, as a result, an explosion); dry clothes and hair over a lit stove.

Arbitrarily reinstall and repair gas appliances, cylinders, fittings; leave unattended working gas appliances.

Allow children of preschool age and persons who do not know the rules for their safe use to use gas appliances.

Use an open flame to detect gas leaks (only soapy emulsion should be used for this).

Install pressure regulator without O-ring or gasket.

Bend and twist the rubber-fabric sleeve (hose), allow damage to the outer layer of the sleeve (cuts, cracks, kinks), as gas leaks occur in these places; place flammable materials and liquids near the operating stove; use rooms where gas appliances are installed for sleeping and relaxing; use gas and gas stoves for space heating.

Attach parts of gas fittings using a sparking tool; store spare cylinders.

In the event of a leak from an underground gas pipeline gas through loose soil or cracks in the foundation can penetrate into the basement of a residential building. Having discovered the smell of gas, it is necessary to protect the entrance to the basement, make sure that they do not smoke or light a fire nearby, ensure ventilation of the basement, entrance and call the emergency service.

In the event of a malfunction of the gas equipment or if there is a smell of gas, you should immediately stop using the device, turn off the taps on the stove and the valve on the cylinder or the flag on the gearbox, call the emergency service by calling "04" and thoroughly ventilate the room. During this time, do not use open fire, do not turn on or off electrical appliances and electric lighting.

Remember that you are responsible for the serviceability of the gas equipment inside the apartment. When selling any gas appliance must be supplied with an instruction manual. The person who installs the machine must give you a document certifying that the work has been carried out in accordance with technical standards and safety rules. Flexible hoses should be as short as possible (no more than 2 m). Make sure they are tight on the faucet. The maximum service life of the flexible hose is four years (the limit may be marked on the hose), but care must be taken to replace it every two years. The hose clamp should provide a complete seal, but do not try to clamp it too hard as this may rupture the hose and cause a gas leak. Do not forget that the gas used in everyday life is explosive, therefore, when using gas appliances, you must follow the fire safety rules!

Gas leak detection methods:

Approximately. Bubbles form on the surface of soapy water poured along gas pipes at leak points.

Aurally. In the event of a strong leak, the gas escapes with a whistle.

By smell. The characteristic odor that the gas emits becomes stronger near the leak. Never look for a gas leak with an open flame, such as a lit match. Try to cut off the gas supply if possible. Be sure to call the fire department.

When using gas appliances in the home the following security measures should be followed:

Constantly check the draft, keep the windows in the rooms where gas appliances are installed open. The burning gas burns oxygen, therefore, it is necessary that constant ventilation be provided in the room. Do not plug the ventilation openings in winter.

Do not leave working gas appliances unattended unless they have the appropriate automation and are not designed for continuous operation.

Do not use gas stoves for heating, and rooms where gas appliances are installed for sleeping and relaxing.

At the end of using gas, close the taps on gas appliances, the valves in front of them, and when using cylinders, the valves of the cylinders.

Regularly check the tightness of hoses and pipe fittings with soapy water.

Keep your gas stove clean.

When leaving the apartment, turn off the gas on the gas pipeline or turn on the valve on the gas cylinder.

Remember, usually gas leaks occur as a result of a breakdown of the hose connecting the gas pipeline to the stove, depressurization of threaded connections, forgetfulness of people leaving valves open, pranks of children, flooding the flame with water that has overflowed the edge of the dishes.

It is forbidden:

Allow preschool children, persons who do not control their actions and do not know the rules for using these devices to use gas appliances.

Store empty and filled with liquefied gases cylinders in rooms and basements. Have in a gasified room more than one cylinder with a capacity of 50 (55) l or two cylinders of 27 l (one of them is a spare).

Place cylinders against the furnace doors of furnaces at a distance of less than 2 meters from them.

Use gas in case of malfunction of gas appliances, lack of traction, detection of gas leaks, without checking the condition of smoke and ventilation ducts.

Any unauthorized actions with gas equipment, gasification without appropriate permits, and the involvement of random persons for the repair and rearrangement of gas appliances are prohibited. All types of work related to gas should be carried out only by specialized organizations.

The population using gas in everyday life is obliged to:

Be instructed in the safe use of gas in the operating organization of the gas facilities, have and follow the instructions for operating the devices.

Monitor the normal operation of gas appliances, chimneys and ventilation, check the draft before switching on and during operation of gas appliances with the removal of combustion products into the chimney.

Before using a gasified oven, check that the damper is fully open. Periodically clean the “pocket” of the chimney.

At the end of using gas, close the taps on gas appliances and in front of them, and when placing cylinders inside the kitchens, additionally close the valves near the cylinders.

In the event of a malfunction of the gas equipment, call the employees of the gas facilities.

In the event of a sudden cessation of gas supply, immediately close the valves of the burners of gas appliances and inform the gas service by calling "04".

Before entering basements and cellars, before turning on the light and lighting the fire, make sure that there is no smell of gas.

If you smell gas in the basement, entrance, courtyard, street: inform others about the precautions; report to the gas service by phone "04" from a non-gassed place; take measures to remove people from the gassed environment, prevent the switching on and off of electric lighting, the appearance of open flames and sparks; prior to the arrival of the emergency brigade, organize ventilation of the room.

Hydraulic fracturing maintenance work belongs to the category of gas-hazardous works, because in the room may accumulate due to leakage.

Therefore, safety precautions must be strictly observed. It is forbidden to smoke and use open fire in the hydraulic distribution station and at a distance of ten meters from it. Inspection of the premises is carried out by two workers, one inside and the other outside. The room must be ventilated.

During the repair process, sparks are not allowed, so the tools must be made of non-ferrous metals. During the work, the floors are covered with rubber mats. Explosion-proof lamps must be used.

Repairs are made when the electric current is turned off. The temperature in the hydraulic fracturing room should not be lower than five degrees, and in summer not higher than 25°C. Entrance doors must be locked. In the presence of a strong gas leak, the operation of the hydraulic fracturing should be stopped without fail, and the hydraulic fracturing should have fire extinguishing equipment.

Safety precautions for maintenance of underground gas pipelines

These works are gas hazardous. Maintenance is carried out in accordance with the developed and approved instructions, bypassing the gas pipeline in time to ensure the safety of the operation of the gas facilities. The timing of the bypass is determined by the gas industry.

Gas pipelines are serviced by two locksmiths, one of them is a senior one, they must have tools and a gas analyzer with them.

Also, for safety reasons, people serving underground gas pipelines must undergo a medical examination. Work is carried out during the daytime.

Safety when testing gas pipelines

The works are classified as gas-hazardous works and are carried out in accordance with the requirements of safety regulations. When testing gas pipelines with air, all shut-off and safety devices, hoses, joints, pressure gauges must be checked.

With an increase in air pressure in the gas pipeline, it is forbidden for people to be near inventory plugs.

When testing for strength without pressure reduction, an external inspection and verification using a soap emulsion should be carried out.

After checking, it is recorded in the passport that the gas pipeline passed the strength test.

Safety precautions when repairing gas equipment on request

Troubleshooting work is gas hazardous. Qualified workers at least 18 years of age who have passed a medical examination and have passed an exam on safety precautions and the rules of gas hazardous work are allowed to work independently.

Before entering the facility, the foreman is obliged to issue a task to the locksmith and conduct a briefing. The master issues an application and registers it in the journal. The locksmith must have an identity card with him.

The work performed is recorded in the subscriber book and in the application against the signature of the subscriber, briefing is carried out.

At the end of the working day, "daily cards" are handed over to the master. If a gas leak or a malfunction is detected that cannot be repaired, it is reported to the ADS.

Safety precautions when starting gas into gas pipelines and equipment of a residential building

Gas start-up works are gas hazardous. The head of the launch team is responsible. Start-up of gas is carried out in the daytime in accordance with the safety rules in the gas industry. The day before the start of gas in a residential building, an announcement is posted warning residents about the start of gas. Before starting work, tools and technical documentation are checked.

Control pressure testing of intra-house gas pipelines is carried out with a pressure of 500 mm of water column for five minutes, the pressure drop should not exceed 20 mm of water column. The room must be ventilated, outsiders must be removed. The end of the purge is determined using a soapy emulsion. After purging, all connections are washed.

Adjustment and regulation of gas appliances. Briefing is carried out, tools are removed and the workplace is cleaned.

Violation of safety rules can lead to an accident.

Safety in the operation and repair of gas equipment

Hydraulic fracturing and GRU equipment must undergo scheduled preventive inspections and repairs within the time frame stipulated by the schedule, which is approved by the chief engineer of the gas facilities.

Inspection during the round of hydraulic fracturing with recording devices is carried out daily, all other hydraulic fracturing are inspected twice a week. Inspection of citywide and regional hydraulic fracturing operations is carried out by a team of two locksmiths. The on-site hydraulic fracturing and GRU are inspected twice a month, cabinet rooms - once a month by one locksmith. In winter, regional hydraulic fracturing with local heating devices should be inspected daily.

Object hydraulic fracturing and GRU, located in separate premises or isolated extensions to buildings, are managed by a team of two locksmiths. Checking and adjusting the shut-off and relief valves to the specified mode is carried out at least once every two months.

Works on scheduled preventive inspection and repair of hydraulic fracturing (GRU) equipment are gas hazardous and are carried out under the guidance of an engineering and technical worker. Scheduled preventive inspection and repair of hydraulic fracturing equipment (GRU) are carried out according to the order for the performance of gas hazardous work and a special plan approved by the chief engineer of the gas facilities.

The work plan indicates the person responsible for the scheduled preventive inspection or repair of hydraulic fracturing (GRU) equipment, the need for mechanisms, devices, instruments and materials, the sequence and conditions of work, the placement of people, measures to ensure maximum work safety.
