Most of them offer a high level of service, payment by bank cards, shops and amenities, trying to bind the client with loyalty programs. What does he get by choosing a card of a particular brand? Let's try to figure it out by evaluating the offer of the seven largest gas filling networks.

1. Gazprom Neft

The company's developed network includes 1339 stations in Russia and the CIS. Loyalty card paid - 200 rubles. Further, a progressive scheme for accumulating bonuses is implemented: if you leave less than 5,000 rubles a month at Gazprom Neft gas stations, the status of the card remains silver. 3. TNK

The Magistral card for cashless payments, which is also accepted on the BP and Rosneft networks, does not bother us. Let's leave out of the review the system of corporate fuel cards, which are more interesting for carriers, and focus on the loyalty program. There are as many as 2,627 own and leased gas stations in Russia and neighboring countries, a list of network stations with the terms of the program is available on the website, broken down by region. The scheme for accruing bonuses is more complex or, if you like, flexible: 1 point for the purchase of a liter of conventional fuel, 2 points for a liter of 1 branded fuel, and 3 bonuses for every 10 rubles for a purchase at the Rosneft store. purchases. For example, they poured 40 liters of Fora branded gasoline - received 80 bonuses, ate a snack for 500 rubles - another 150 bonuses.

What to spend? Alas, only for gifts from a fixed list. 7.BP

Gas stations with the yellow-green British Petroleum logo are far from being found everywhere (the network has just over 120 gas stations), but they are well known to residents of the Moscow region. Not surprisingly, BP's partner is the Malina savings system, which covers the networks of trade enterprises in the two capitals. Points can be added to the Malina card when paying bills in restaurants, buying electronics, shoes, movie and plane tickets, car rental, insurance policies... Gasoline in Russia should cost one hundred rubles per liter. Cheap fuel and the attitude to roads as a public good hinder the development of the economy, give rise to traffic jams and environmental problems. And if society sees this as a social problem, it can be solved with the help of targeted subsidies, rather than supporting indefinitely inefficient redistribution.

The discussion of the tax maneuver, which has been revived recently, perfectly illustrates how difficult it is to draw up a budget in Russia that is firmly tied to oil prices. His idea is that from 2015, export duties on oil will be gradually replaced by an increased severance tax. According to Ilya Trunin, director of the Department of Tax and Customs Tariff Policy of the Ministry of Finance, this would not only replenish the budget, but also reduce dependence on fluctuations in oil prices.

The position of the department is that even at low prices, thanks to the devaluation, oil companies will retain enough liquidity to maintain production and increase investment. Business, on the other hand, proved the opposite: an increase in the MET would lead to a decrease in production by 100 million tons in 2016-2018, and shortfall in budget revenues would amount to 1.3 trillion rubles.

Oil companies, primarily Rosneft, defended their point of view, and now the government will seek the ruble "devaluation" income of exporters (about 1 trillion rubles) from metallurgists or ask the Central Bank.

However, all these attempts to pull the blanket over the problem of the budget deficit will not solve. This means that the transition to a radical increase in indirect taxes, such as excises on gasoline, is only a matter of time. Raising the retirement age has ceased to be a taboo topic in the government. So prepare at least morally for the price of AI-95 at 50, 80, or even 100 rubles. per liter is already today.

Sly excise


Most Russian motorists believe in the myth that gasoline is cheaper on the domestic market because Russia is an oil-producing country. Like, Europe imports oil, that's why gasoline is so expensive there. There is no economic logic in this, in most countries the price of gasoline is largely predetermined by the peculiarities of taxation. In fact, a social contract: what share of personal budgets will go to transport, to what extent citizens will use public transport, and to what extent - personal, how busy roads will be, how much to spend on their repair and construction, what will be the environmental pollution, etc. d.

The main tool here is excise taxes. The highest in Israel is just over $1 (63% of the retail price of gasoline), and the lowest is in Venezuela, Qatar and Saudi Arabia, where gasoline is even subsidized. In Europe, excises also make up 40-60% of the cost and reach up to $0.88 per liter in the UK. In poorer countries they are lower, but not by much, and for example, in Greece, excises are higher than in France ($0.74 and $0.68). In Russia, excises on Euro-5 are now at the level of $0.09.

And if we subtract the tax component, then gasoline in Sweden and even Turkey (the highest excises in the world before the devaluation of the lira) would be more expensive than Russian only by 10-15 rubles. “The delta would be about 30%, no more,” says Konstantin Simonov, director of the National Energy Security Fund. “Retail pricing of gasoline everywhere in the world is almost exclusively a political story. To say that low prices are an absolute good is not entirely correct. for example, the same Venezuela, where the cheapest gasoline in the world. The authorities subsidize it, consumers are happy, but the roads in the country do not get any better because of this. Russia is a big country, and, of course, it cannot afford such populism."

In many Asian countries, the growth in gasoline consumption has led to the fact that the cost of fuel subsidies has risen sharply, and they can only be covered by the growth of the country's external debt. Not surprisingly, such subsidies are beginning to be phased out in India, as are those in Malaysia, Indonesia, and China. Not to mention the fact that low gasoline prices in many Third World cities provoke a real environmental disaster. Caracas, for example, has long turned into a place where a gas mask is needed - the local roads are occupied by auto junk sent to the garbage dump in the USA 20-30 years ago.

For road funds, excises are the main source of funds. However, due to low rates, they have to be replenished largely through budget transfers (in some cases, their share reaches 60%). That is, to withdraw from other items of expenditure. And it is clear that these funds for the modernization of the road network throughout the country are clearly not enough.

An increase in excises to at least $0.24 means their growth from 6 rubles. up to 15 rubles per litre. According to the Ministry of Finance, each ruble of excises gives an additional 60 billion rubles. income from local road funds. In this case, they will be replenished immediately by 570 billion rubles. And if we take Hungary or Poland as a guide, then the excise tax should be increased to $0.44, or up to 29 rubles, which will increase the volume of funds by 1.4 trillion rubles. Gasoline in this case will no longer cost 37 rubles, but 50-60 rubles. per litre.

In the case of a price of 100 rubles. per liter, additional revenues from excises will amount to about 3 trillion rubles. Plus a significant increase in VAT. Estimates, of course, are "napkin": such a rise in prices will lead to a decrease in consumption, an increase in exports, and excises, most likely, will be partially redistributed to the federal budget. But if the government does not immediately figure out how to spend them on the next Olympic construction project, the problem of the budget deficit will be solved for a long time, the unpopular freeze on the funded part of the pension can be forgotten, and investments in road construction and public transport can be sharply increased.

It can be said that high excises are a luxury that only rich countries can afford. This is not so: high excises are also established in developing countries. It is clear that this reduces purchasing power. So, for example, in Hungary, an average monthly salary can be filled with 17 tanks of 60 liters (data from the globalpetrolprices.com rating), in Turkey - 9 tanks, and in Denmark - 70 tanks. In Russia, the availability of gasoline allows you to fill 27 tanks.

Less affordability, however, does not mean that the population is rapidly becoming poorer. The rise in price of gasoline to 60 rubles. per liter can be easily compensated by switching to more economical cars - small cars or diesel engines. This will encourage junk owners to quickly get rid of their uneconomical Zhiguli, which will significantly improve the environment, accelerate the development of innovations in the domestic auto industry and reduce the number of traffic jams.

The current (still Soviet) infrastructure is not designed for a large number of cars. This is especially noticeable in regions where traffic jams are already often stronger than in Moscow. By the way, in the USSR, only 7.5 tanks (120 rubles, 40 kopecks per liter) could be filled for an average monthly salary. And in other respects, owning a car was much more expensive than it is now.

Rising fuel costs will mean that those whose time is cheap will travel by private car much less often. And those who earn more, who pay more taxes, who create more added value and jobs, will lose less precious time. The resulting GDP growth will indirectly, through increased demand for labor, lead to an increase in the incomes of everyone, not just the wealthiest. Typically, when GDP increases, inequality also decreases. A clear win for the economy, the budget, and, consequently, for the whole society.

Rising gasoline prices will have other consequences, which, unlike the "right to the road", is actually a public good. Less traffic jams - less exhaust, better environment, better public health. Less traffic jams, better roads - firefighters, ambulances and police will arrive faster. This means lower mortality, less damage from crime and natural disasters. Not to mention the fact that this is a chance to establish public transport, which means saving time and money for those who do not have a personal car.

Another myth sounds like this: in Russia, gasoline is bad, but in Europe it is good, therefore expensive. The problem with Russian refineries is that they have a relatively low depth of oil refining - about 70%, while in Europe - 90-95%. This means that too much fuel oil comes out of a ton of oil, but gasoline is no different from European. “We have no reason not to trust the quality of gasoline, which meets the Euro-5 standard,” says Alexander Shkurin, deputy head of analysis and marketing research at Thomson Reuters Kortes. “Complaints about the quality of gasoline already concern gas stations, as well as storage and transportation systems In addition, a large-scale modernization of domestic refineries has now begun." The problem of straight-run gasoline, manipulations with the octane number due to "additives" and "donkey urine" should rather be of interest to law enforcement agencies.

Severe consequences


Increasing excise taxes does not force consumers to give up cars. Studies conducted in Turkey, where there was a very serious increase in excise taxes, show that the main reaction of consumers was that most of them switched to diesel, that is, they bought more fuel-efficient cars. Roads in Turkey, by the way, are excellent and are being built very quickly (including rather expensive structures like tunnels in the mountains).

The opposite effect of high excises is the proliferation of the black market for gasoline, clandestine production and smuggling of fuel from Iraq. In Singapore, by the way, they fight it like this: when leaving the country, there must be at least ¾ of gasoline in the tank so that they don’t refuel cheaply in Malaysia. Another consequence is an increase in the number of mopeds on the roads and fatal accidents associated with them.

High excises are also inflationary. According to the estimates of the Executive Director of the Russian Fuel Union, Grigory Sergienko, the transport component in the price of any goods transported by car reaches 10-15%. That is, with an increase in gasoline prices by 35%, goods in stores will rise in price by 4%. Roughly speaking, milk cost 40 rubles, and will be 42 rubles. RTS is clearly overrated. According to the Avtostat agency, in 2014, Russians paid 2.7 trillion rubles for automobile fuel, that is, 4% of GDP, which is approximately the amount of fuel costs in goods.

In addition, we should not forget: the current costs of driving a car include fuel consumption, taking into account traffic jams, and if there are fewer traffic jams, then fuel consumption will also decrease. That is, the loss of both transport workers and motorists will turn out to be less than what would have happened with the help of a simple multiplication by three of the current costs of gasoline.

Finally, there is the favorite argument of the left-wing populists: what about pensioners and other low-income citizens? The answer is simple: high taxes on gasoline will increase pensions and benefits. But this will already be a targeted redistribution of resources, real social justice, and not subsidizing everyone in a row, not smearing the remnants of oil rent in an even layer.

Almost every gas station network has its own loyalty program, skillfully using which can significantly save on fuel. The purpose of today's article is to compare the cost of gasoline in popular gas station chains, taking into account their bonus programs.

There are actually quite a few filling station chains, but most of them are not represented in all regions, so it is not entirely correct to compare their fuel prices with each other.

I propose to focus on the following networks of gas stations: Lukoil, Gazpromneft, TNK and Rosneft, Tatneft, BP. Short-term shares will not be taken into account for comparison.

I want to note right away that at these gas stations you can simultaneously receive points for loyalty programs (for this you need to show the card to the cashier before buying), and cashback when paying with a profitable bank card. Points are exchanged for a 1:1 discount.

Gazpromneft. Bonus program "We are on the way"

In order to become a member of the On Our Way bonus program, you can purchase a Gazpromneft bonus card for 199 rubles. at gas stations (it is important not to confuse with Gazprom gas stations - this is another network of gas stations, also quite large, but in Moscow, for example, there are no such gas stations).

Depending on the level of spending at gas stations over the past month (with the presentation of a loyalty card), the following will be credited to the bonus account:

● or 4% points - Gold status (for purchases from 6,000 to 11,999.99 rubles);
